Building & Zoning

The Building Department is fully certified by the State of Ohio to approve and inspect all commercial and residential construction. Regulation is achieved through bonding of contractors and the issuance of permits.


Permits are required for air conditioning and heating units, electrical and plumbing work, construction (additions to buildings and remodeling - which are further subject to approval by the Archeitectural Review Board or Design Consultant before a construction permit can be issued), demolition of structures, driveways, fences, yard light installation, sidewalks, swimming pools and hot tubs. Contractor Registration

Code Enforcement

The building department is responsible for enforcing the Building Maintenance Code. This code establishes a minimum standard that structures and exterior property are to meet. Code Enforcement Officers routinely inspect the city to ensure compliance.  For an overview of the City's Property Code and Code Enforcement function, please visit the Code Enforcement Overview page.

Additionally, the code enforcement officer administers the City's "Neighbors Helping Neighbors" volunteer program to help residents who are having difficulty complying with City code due to financial or physical limitations.

Zoning & Planning

Community Planning is accomplished by the Building Department. The Zoning Officer and the City Planner work closely with the Bexley Architectural Review Board and Board of Zoning and Planning to guide the community. Commercial development is regulated by Design Guidelines that requires all changes to the exterior of a property to meet the guidelines reviewed by the Architectural Review Board, and meet the zoning code reviewed by the Board of Zoning and Planning.  

Minor exterior changes to principal structures or accessory structures in residential districts (including a new roof, windows, siding, decks and garages) are subject to review and approval by the Residenial Design Consultant and/or Zoning Officer, by filing an ARB Review Application. Major exterior changes to a principal structure including additions, porch enclosures, demolitions and new single-family dwellings are all subject to the Architectural Review Board Approval and/or Recommendation to and review and approval by the Board of Zoning and Planning (in the case of a Variance, Special Use, or Conditional Use requests, by filing a BZAP Review Application. The Architectural Review Baord meets the 2nd Thursday of each month.  Applications are due 4 weeks prior to the meeting date of choice. We recess in December.

The Board of Zoning and Planning meets the 4th Thursday of each month.  The applications are due 6 weeks prior to the meeting of choice, in cases which require a recommendation from the Architectural Review Board for the Board of Zoning and Planning.  We recess in December.

You can submit the Board Review plans electronically and provide only 3 sets of your plans to the office before the meeting date deadline. If Staff determines the application is incomplete, it will advise what information is needed and subject is to being excluded from an agenda until the information is complete.
