Bexley City Council


Bexley has a mayor-council form of government with an elected mayor and seven elected council members. City Council is the legislative body of the City, vested with all legislative powers of the City excepting those reserved to the people by the City Charter and the Constitution of the State of Ohio. Additionally, City Council is responsible for approving the City's annual budget.

City council's process is handled by six council committees, consisting of the Finance Committee, Strategic Committee, Safety Committee, Service Committee, Zoning & Development Committee, and Recreation and Parks Committee.

Tim Madison, President of Council

Tim is the President of Bexley City Council, formerly serving as the Chairman of the Finance and Judiciary Committee and the Strategic Committee. Tim is the Bexley City Council Liaison to the Bexley Board of Education, Bexley Community Foundation, Bexley Education Foundation, Bexley Celebrations Association, and the Bexley Eastmoor Berwick Realtors Association.

Tim’s goals as Council President include for Council to be more proactive, than reactive; initiate a Council mentor program; obtain a Council Intern/Legislative Aid; make the Liaison program more robust; review the Strategic Plan, Mission and Vision Statements; fulfill the purpose and intent of the separation of powers and checks and balances of the Legislative branch of government; continue development of Main Street, Cassady Avenue, and Ferndale-Mayfield; finalize the Zoning Code Modernization process; commence and complete the Southwest Master Plan; and continue to maintain a balanced Budget.

Lori Ann Feibel, Member of Council

With a master’s degree from the Ohio State University, Lori Ann taught middle school social studies before beginning a career in public service. Volunteering has been a constant throughout Lori Ann’s entire adult life. Most recently, she has chaired a committee of Bexley leaders to create The Main Event, a program that happens five times throughout the summer and features a free movie and fun activities on Capital University’s front lawn. As member of the St. Vincent Family Center Board since 2009, Lori Ann is chair-elect of the board and serves on both the executive/finance and the development committees. In 2013, she was asked to join the board of Columbus’s Jewish Family Services, where she is currently working on outreach services to the aging population of our community with an emphasis on Holocaust survivors. Lori Ann has been membership chair of the Bexley Historical Society since 2008, is a sustaining member of the Columbus Junior League, and an active member of TWIG II.
Lori Ann and her husband, Jonathan, chose Bexley for their home when they married 19 years ago. They have three children--Adelaide, Annabelle, and Julius.

Mary Gottesman, Member of Council

Leadership: Service Committee Chair

This is Mary Gottesman’s first term on Bexley City Council. She is a 20-year resident of Bexley. Her daughter, Tovah, a graduate of Bexley High School, resides in New York City. Mary will serve as the chair of the Services Committee and as a member of the Parks and Recreation Committee as well as the Safety and Health Committee. Her particular focus this year will be on starting health programing for Bexley as well as contributing to the city’s infrastructure to support biking and other forms physical activity for residents.

Mary has served as the Secretary/ Treasurer of the South Bexley Neighborhood Association. She also has volunteered at the 4th of July pre-fireworks event and at the Mayor’s Bar-be-cue during the Labor Day celebration. She served on the committee for Bexley’s first Safety Expo and Education event as well as being an exhibitor at the event.

Mary has been a registered nurse for 37 years, receiving her PhD in Nursing from the University of Rochester in Rochester, NY, her Master’s degree in Nursing from the University of Minnesota, and her bachelor’s degree in Nursing from the College of St. Catherine in St. Paul, MN. Mary was inducted into professional nursing’s highest honor society, the American Academy of Nursing, in 2006.

She recently retired as Professor, Clinical Nursing after 20 years teaching at The Ohio State University College of Nursing. While at the University, Mary directed the Doctor of Nursing Practice program and the Pediatric Nurse Practitioner specialty as well as teaching in the interdisciplinary Leadership Excellence in Education in Neurodevelopmental Disabilities (LEND) program. A Past President of the National Association of Pediatric Nurse Practitioners (NAPNAP), she chaired NAPNAP’s Healthy Eating and Activity Together (HEAT) National Initiative, publishing a preventive care guideline and toolkit focused on the prevention and early detection of childhood obesity. She continues to serve on the Steering Work Group for the Bright Futures Program at the American Academy of Pediatrics, a fifteen-year funded effort supported by the Maternal Child Health Bureau, focused on the pediatric health supervision guidelines. She also was a member of the NHLBI Pediatric Cardiovascular Risk Reduction Expert Panel, which also produced comprehensive guidelines on the prevention of heart disease in children and teens. Mary created and taught child health and development programs statewide for personnel in the Ohio Department of Health’s programs serving children birth to three years of age. She also provides a wide range of health services for low income and at risk children and teens throughout Columbus, Ohio.

Steve Keyes, Member of Council

Steve Keyes, JD was first elected to City Council in November 2011, and was re-elected for a second term in November 2015.  He is excited and honored to be serving the residents of Bexley in this capacity.  By day, Steve works as a Human Resources executive at Abercrombie & Fitch, in the role of Vice President for global compensation and benefits.  He received his Bachelor’s Degrees in Economics and Psychology from Brown University in Providence, Rhode Island; his Master’s Degree in Industrial and Labor Relations from Cornell University in Ithaca, New York; and his law degree cum laude from Fordham University School of Law in New York City, where he served as Editor-In-Chief of the Fordham Law Review. His prior corporate and legal experience includes roles at Nationwide Insurance; Limited Brands, Inc.; Time Warner Inc.; American Express Co.; and the New York law firm of Proskauer Rose LLP.

Steve also values the other public-service leadership roles he has had held in the Bexley and Columbus communities, which have included Adjunct Professor at Capital University’s School of Management and Leadership; Chair of the Financial Stability Committee of the United Way of Central Ohio; current President of the Board of Trustees of Columbus’s ProMusica Chamber Orchestra and Chair of ProMusica’s Strategic Planning Committee; and Co-Founder of the “Columbus A Cappella Fest!” Vocal Festival, which premiered in Bexley in 2010.

Troy Markham, Member of Council

Leadership: Recreation and Parks Committee Chair

Troy was elected in 2015 and has been a resident of Bexley for over twenty years. In addition to serving on council, he works as a science instructor at The Ohio State University and Otterbein University. He has authored several science textbooks and instructional materials. Troy is a graduate of The Ohio State University with degrees in political science and plant biology. 

Troy’s focus on council is the improvement and development of all areas of Bexley. He is committed to cultivating open communication among all neighborhoods and promoting a sense of community and representation for all residents.

Outside of council and teaching, Troy works to further science education in youth. He serves as a volunteer mentor and judge for the Big Walnut Science Fair and the Central District Science Fair each year. His wife Patti grew up in Bexley and his children both attend Bexley City Schools. His daughter, Emily, is a talented ceramics artist and a member of the golf team. His son Leo is active in school baseball and golf.

Deneese Owen, Member of Council

Leadership: Finance Committee Chair

Deneese Owen was elected to Bexley City Council in November of 2013, and she is honored to be serving her community in this role. On Council, she currently chairs the Finance Committee and sits on the Zoning & Development and Recreation Committees. She previously served as Chair of the Safety Committee and she recently served as the Chair of the Subcommittee on Nondiscrimination. Ms. Owen serves as the Council Liaison to the the Civil Service Commission, the Bexley Chamber of Commerce, and the Friends of the Drexel. During her tenure on Council, Ms. Owen has consistently focused on public safety, transparency of local government, and fiscal responsibility.  

Ms. Owen holds Bachelor and Master of Arts degrees from The Ohio State University, and she is a management and communications professional. She has worked extensively in the healthcare industry and most recently has shifted her work into the technology sector. She has also served in a variety of leadership capacities in other community and civic organizations. She is founder of the Bexley For Sale and Freecycle sites, regularly volunteers at a variety of community events, serves as the Vice-President of the Board at Columbus Dance Theatre, and serves as a Board member of the Parents’ Association at Columbus School for Girls.

Richard Sharp, Member of Council

Leadership: Safety Committee Chair

Richard joined Council in 2010 and has served as the Chair of the former Water & Sewer Committee [current Service Committee] (2010-11), Chair of the Finance & Judiciary Committee (2012-13) and President of Council (2014-15).

Richard has championed infrastructure improvements in streets, alleys, water and sewer lines while interest rates were low, encouraged Main Street, Cassady Ave and Livingston Avenue improvements & business development, developed alternative revenue streams to the City through contractor registration advertising fees, and passage of the Hotel, Motel, Bed & Breakfast tax [in its first year of collection is financing the City’s direct financial contribution to the Bexley Celebrations Association in support of the annual July 4th Festivities]  At the same time, he has been consistent in fighting to set aside additional resources into the Budget Stability (Rainy Day) and Capital Improvement Funds.
