Bexley City Council


Bexley has a mayor-council form of government with an elected mayor and seven elected council members. City Council is vested with all legislative powers of the City excepting those reserved to the people by the City Charter and the Constitution of the State of Ohio. Additionally, City Council is responsible for all expenditures of the City.

City council's process is handled by six council committees, consisting of the Finance Committee, Strategic Committee, Safety Committee, Service Committee, Zoning & Development Committee, and Recreation and Parks Committee.

Lori Ann Feibel, Member of Council

With a master’s degree from the Ohio State University, Lori Ann taught middle school social studies before beginning a career in public service. Volunteering has been a constant throughout Lori Ann’s entire adult life. Most recently, she has chaired a committee of Bexley leaders to create The Main Event, a program that happens five times throughout the summer and features a free movie and fun activities on Capital University’s front lawn. As member of the St. Vincent Family Center Board since 2009, Lori Ann is chair-elect of the board and serves on both the executive/finance and the development committees. In 2013, she was asked to join the board of Columbus’s Jewish Family Services, where she is currently working on outreach services to the aging population of our community with an emphasis on Holocaust survivors. Lori Ann has been membership chair of the Bexley Historical Society since 2008, is a sustaining member of the Columbus Junior League, and an active member of TWIG II.
Lori Ann and her husband, Jonathan, chose Bexley for their home when they married 19 years ago. They have three children--Adelaide, Annabelle, and Julius.

Steve Keyes, Member of Council

Steve Keyes, JD was elected to City Council in November 2011, and is excited and honored to be serving the residents of Bexley in this capacity. By day, Steve works as a Human Resources executive at Abercrombie & Fitch, in the role of Vice President for global compensation and benefits.  He received his Bachelor’s Degrees in Economics and Psychology from Brown University in Providence, Rhode Island; his Master’s Degree in Industrial and Labor Relations from Cornell University in Ithaca, New York; and his law degree cum laude from Fordham University School of Law in New York City, where he served as Editor-In-Chief of the Fordham Law Review. His prior corporate and legal experience includes roles at Nationwide Insurance; Limited Brands, Inc.; Time Warner Inc.; American Express Co.; and the New York law firm of Proskauer Rose LLP.

Steve also values the other public-service leadership roles he has had held in the Bexley and Columbus communities, which have included Adjunct Professor at Capital University’s School of Management and Leadership; Chair of the Financial Stability Committee of the United Way of Central Ohio; current President of the Board of Trustees of Columbus’s ProMusica Chamber Orchestra and Chair of ProMusica’s Strategic Planning Committee; and Co-Founder of the “Columbus A Cappella Fest!” Vocal Festival, which premiered in Bexley in 2010.

Steve started his governmental service to Bexley as a member of the City’s Charter Review Commission from 2009-2011, which confirmed his strong interest in public service and his decision to seek election to City Council. Steve lives in North Bexley with his wife Lauren Bonfield, also an attorney, and daughter Natalie, a computer-science/math/robotics enthusiast in the Class of 2017 at Columbus School for Girls. As a family, they enjoy hiking, biking, reading, movies, swimming, and travelling. Steve and Natalie also enjoy performing as musicians – she as an accomplished cellist, and he as a singer with a long-standing professional vocal quartet known as The GrooveBarbers. Steve was born and raised in Louisville, Kentucky, where his mother and brother still live.

Tim Madison, Member of Council

Tim is a long-time resident of Bexley and is involved in numerous Bexley civic and charitable activities, including being a founder and Chair of the Bexley 4th of July Fireworks and Evening Activities Committee, a founder  of Team Bexley for Pelotonia, and a Board Member of the Bexley Education Foundation. 

Tim is the Chairman of the Finance and Judiciary Committee, past Chair of the Strategic Committee, and also serves on the Safety Committee. Tim is the Bexley City Council Liaison to the Bexley Community Improvement Corporation and the Civil Service Commission. Tim’s ideas as a Councilman include the Bexley Blast, the Alternative Revenue Task Force, the allocation of City funds to hire an additional police officer, an internship program with Capital University and Ohio State University law schools to assist the Bexley City Attorney, a division of budget review responsibilities among Council members, and a revised Council appeal process.

Tim is a partner in the law firm of Madison & Rosan, LLP, concentrating on all aspects of commercial and residential real estate and real estate and business litigation. Tim and his wife, Jenny, have five children, all students in the Bexley City Schools.

Mark Masser, Member of Council

Mr. Masser was appointed to City Council in 1986.  He was past Council President in the years 1992, 1993 and 2007.

He is President of Masser Metals & Recycling Inc.

Mr. Masser is a Bexley High School, 1966 graduate.  He received his B.A. in Political Science from the Ohio State University, and a B.S. in accounting from Franklin University.

He is a lifelong resident of Bexley where he resides with his wife, Sunny.  They have raised three daughters, Julie, Dana and Jenny.

Deneese Owen, Member of Council

Deneese Owen was elected to Bexley City Council in November of 2013, and she is honored to be serving her community in this role. On Council, she currently chairs the Safety Committee and sits on the Finance & Judiciary and Zoning & Development Committees. She was also recently appointed Chair of the Subcommittee on Nondiscrimination. Ms. Owen serves as the Council liaison to the Bexley Public Library, Police Community Advisory Committee, and Columbus School for Girls. 

Ms. Owen holds Bachelor and Master of Arts degrees from The Ohio State University, and she is a management and communications professional who has worked extensively in the healthcare industry. She has also served in a variety of leadership capacities in other community and civic organizations. She is founder of the Bexley For Sale and Freecycle sites, current Vice-President of the Board at Columbus Dance Theatre, as well as a Board member of the Parents’ Association at Columbus School for Girls.

Richard Sharp, Member of Council

Richard (BGSU-1984, Capital Univ MBA, 1991) joined Council in 2010, is the founder and owner of The (Bexley) BEAT shuttle service, was formerly Controller with Mason Supply Co, a regional HVAC wholesaler, and prior to that was associated with Norman, Jones, Enlow CPA Firm.

Richard and his family are active members of Bexley United Methodist Church, the local Chapter of Lions International, supporters of the Bexley City School system, and operate a corn maze in September and October at Sharp Farms outside Sugar Grove, Ohio.

Richard and his wife of 24 years, Debbie, have lived in South Bexley for 23 years. Their son Adam is a 2008 Bexley High school where he played soccer, and 2012 Miami University grad with intentions of going on to law school. Their daughter Abby is in the Bexley Class of 2013 and loves singing with the school Vocal Ensemble and performing in the Theater Department musicals.
